That looks like an 80’s Celebrity, guessing an ’87?
I’m gonna second “The Professor” on that Celebrity guess although mine didn’t have chrome in that area although mine was a first year production model and had the lowly “Iron Duke.” Those do look like the crome clips that GM used in that area of the body for just about every car they made in that era.
