I also think it’s a Peugeot. I’ve ruled out U. S. cars because the front bumper is too small, and well, it’s probably from Roger’s continent! 🙂

89-ish Mercury Tracer
First-gen (1987-1989) Mercury Tracer. Had an ’89 myself.
Transparent lens show how modern it is ( if it’s early 90s now )
The bumper in Roger’s picture seems to be much smaller than the sidewalk on that thing.
Rover 215 or something like that, Vitesse or similar got version.
Rover is close – I reckon it’s the later Honda Ballade, the equivalent of the first Rover 200 as built in Swindon. The Rover doesn’t have the vertical section under the headlight. (Neither did a whole string of red herrings I was trawling either!).

I was going to say it’s a Ford Sierra Sapphire, but the headlamp is too slim for one so I say it’s an early 1991~1995 Rover 416 SLi.
Austin-Rover Montego. Barring that, something else ’80s/early ’90s and European.

Looks like a mercury tracer to me. But if the bumper is that small…. I’m going to guess a euro spec Mazda 323 (or equivalent model)

I’m staying in that Rover vein and guessing MG something, but you have already covered the late eighties MG’s IIRC so I’m likely wrong. (Another) MG Montego is my guess.
Second try: Rover R8 seems the most plausible.
My guess is 1988 – 1995 Opel Vectra “A” / Vauxhall Cavalier.
